Wayleave and Easements

These are legal agreements between a property owner and telecom, utility or fibre providers that grant access for the installation and subsequent maintenance or management of apparatus, network cabling and equipment on, over or under land.

A wayleave or easement must be agreed before any installation can be carried out on any of Places for People land or property.

Please note: There is a fee for processing and issuing these applications. Once your application has been reviewed, a member of our team will discuss your specific requirements and confirm the associated costs. 

Depending on the size and location of the land, a Red Book valuation may be required, and individual negotiations will need to take place before any easement can be finalised.

Many of our Customers living in single dwelling units want to benefit from having full fibre installed. To carry out work of this nature operators need to request permission to work.

Who is the property landlord?




Rooftop Access Requests

A permit to work is required for all rooftop access requests.

These permits ensure that we safeguard the wellbeing of our Customers, staff, contractors and buildings whilst work is being carried out.

Access will not be granted until the team have reviewed the required documentation and issued a permit to work:

  • Training certification for operatives undertaking work.
  • Appropriate procedures in relation to the work (as required).
  • Site specific RAMS. 

Although we appreciate organisations may have their own RAMS, these are not always as robust as we require for agreeing access. To reduce any potential delay you can download and complete a Places for People Risk Assessment and Method Statement to accompany your request.

Rooftop Lease Requests

A lease is a legal contract which outlines the rights and responsibilities of both landlord and tenant. A lease is required to be in place prior to any installation of equipment or apparatus on one of our rooftops.

Who is the property landlord?




Once you have uploaded your documentation and submitted your request you will be issued with a unique reference number, this number must be quoted on all future correspondence, please note any duplicate applications will be cancelled.

Frequently asked questions

What should I do if I have any amendments to my application once submitted?
Do I have to have a third-party contractor carry out any fire stopping work?

Yes, all fire stopping work to our buildings must be carried out by a third-party accredited contractor who are members of FIRAS or BRE scheme, and you must provide us with the final sign off documentation once the work is completed.

How quickly will I hear from a member of the team?

You will receive an initial acknowledgement within 2 working days of submitting your request and this will be assigned to a member of the team who will contact you further to discuss your request in more detail.

My organisation has its own RAMS document. Can I use this rather than using the Places for People one?

We understand that some organisations have their own documents that they are directed to use. These can be uploaded with your request, however, if there is not enough information included on the submission, we may request additional information which may hold up any access request.

I need permission to install full fibre to a single dwelling unit, what permission do I need?

For any full fibre installations to single dwellings a permission to work is required.

I need to carry out a repair to an existing fibre installation or clear a duct. What permission do I need?

For work of this nature a permission to work is required.

What if I have an emergency rooftop access request? For example, a service affecting fault.

For emergency access requests, please provide as much notice as possible. You can use the above form to request emergency access between 8am and 5pm, Monday to Friday.

Safety documentation must be completed in advance, outlining what constitutes an emergency. This documentation must be submitted for review, approval, and stored on-site, so it is available for operatives to review before starting any work.
